Personally I use Sublime Text ( it's free on Linux ) and notepad++, but sublime Text is my favourite.

Sublime or Geany. If you like command line tools use nano

Gedit? Since for HTML and CSS theres no need for compiler, interpreter, and those things, gedit is not a bad option, in my opinion. I know a few others but I don't know if they have a linux version

in linux , I like the bluefish, its similar of Dreamweaver, but, not too powerfull

I have linux mint too ( kde version ) I use Atom, Geany, Sublimetext and Netbeans. Atom and geany are good for me to develop something in html and css.
