How to evaluate one's learning

Hi! I don't know why am I here wanting to learn programming. Maybe because I find learning new things fun. I see here one problem. Because I don't set any specific and well defined outcome from my learning, how should I evaluate my learning? Most importantly how I know what I have learned? For example an athlete win the Olympics and then she knows she have met her goals. In this case learning have a specific outcome. Of course winning the Olympics is very selfish or personal goal. But is it always personal

I have couple programming ideas. Should I just pick one and come here to discuss about it? All my ideas are mobile apps.
