It really depends on where you live.
In Canada (Manitoba), Good luck getting a free bachelor's, that's dream talk.
Lots of places in Europe might have free high-level education.
The thing is, you need to be accepted by the university as an international student.
And, I doubt every single course is offered online, so I doubt you can get a full degree entirely online.
It also (geberally) takes 4 years of being a full time student to get a computer science bachelors.
I'm talking about a real degree though, not those certificates.

I do not know of any free colleges, however FreeCodeCamp.com is a non-profit that will get you all your certifications up to Full Stack (Which you will make do much money off of if you get) all for free. They do ask you help others out and donate if you can, but you don't have to. There are also some other small free sites that can help you get free certifications for basic languages such as HTML and C++, just google it.
