Yes, they are the same, just differently written. In HTML5 <br> is preferred, but <br/> and <br /> is also acceptable

<br> doesn't need a closure tag.

Yes. I think that all depends on the use that you give to it. <br> is used like the pressbutton "enter" on our keyboard. and <br/> is used to do a break line in a Paragraph. But; technically is the same. At the same way, you could do a break line using <br>.
