How to train yourself as a programmer?

A programmer is stuck in a situation where he feels like he knows some programming skills but hasn't been as good as a real programmer. what would you suggest him to do so he can improve his skill?

Code for one, practice, do project's ( e.g make an tic tac toe AI , make an app, website) do code reviews of other people's code, learn & improve from your mistakes, have patience.
