If the app is also made by app (like vb 6.0), from what app maker is made?

My friend ask to me about it. for example if I want to make android app, so I need android app creator to make it. but the question is, from what that android creator is made by?

It depends, for example Atom is made in HTML, CSS and Javascript, but you can use it for other languages without any problem.
Softwares used for write an app in a specific language should not to be necessarily made in that language. :)
