in present time, it is not possible. because every programming language can't adapt fast to every change. The developers set strict rule that is hard to change or expand. For example C that has to developed to C++ just to adapt with new feature like OOP. Can C++ be used as server? possible but it take a lot of effort to make it as efficient as nodejs or php. so people prefer to build new language from scratch to overcome new problem. There are also some disagreement between some developer such as oracle and google that create Kotlin as alternative to Java. in the future, it is possible with the development of AI to expand one language to tacle new problem efficiently.
