what is the impact of that skill chart in gaining xp?

The skill chart is just as much of an impact as badges are in terms of practical meaning. It's for motivation and fun.
I'm not sure if getting 100% on something gives xp, but earning badges does. Contributing earns xp by getting likes or getting an answer marked as best (unless you mark yourself or like yourself).
Same with codes, likes will get you xp.
Not sure about followers, but having more followers increases the likely of getting more likes, so I'd say yes followers gets you more xp (just not directly).
