Both go hand in hand. A script is a list of actions/commands that are executed when called. Programming is essentially, the action of writing a computer program. You can't have a script without programming it first.

"are they both the same?" No. One is a file that contains a list of actions for the computer to perform. The other is the act of doing something. A verb.
