What else do I need to create a good roleplay forum with css, character sheets and such?

Now I kinda need to know were to keep going, how can I manage to create such a thing from scrap? should I focus on a newer version of php? Wich is best for what I'm trying to create?

Don't build this your own use phpbb there is more developers and bugs and security patches are done immediately your bespoke system won't be nearly as robust or secure.

for this you have two way
look for a cms like WordPress where you can change CSS and html template to have your style on the forum or you have to learn more about php and html with CSS before to start your project.
anyway i know lot of good tutorial but they are in french so i think you can find good tutorial in your langage

Oh, but I have looked, but my country has a very garbage priority on this kind of terms when you search for this. First three pages are free forum pages, I want to create my own and hire a host.

Use an opensource forum script. Wordpress has a great user friendly forum script called buddypress.
