An element in HTML usually has a start (<..>) and an end (</...>) tag with the content of that element bettween those two tags. (HTML elements with no content are called empty elements. Empty elements do not have an end tag, such as the <br> element (which indicates a line break).) The less than (<) and greater than (>) inform the browser that it has to do with an HTML tag, thus manipulating as such.
