How fluent in a language is one expected to be to advertise them self as available for a job?

I was just wondering how fluent one would have to be to advertise them self for a coding job and how to convince a company that you are competent? Namely in python.

Make a viable project - for a junior. Make a portfolio of projects with different applications and modules - for an expert. Lead a team that accomplishes a big project and maintains it - for a team lead.

@Kuba Siekierzynski First sorry that i can write your name correctly, i cant find this question on the pc browser so i have to write from phone... What is a viable project for a junior? :) I mean i don't have a faculty in CS field, but i really want to work as a programmer :) and at this moment i work on some application/program , but not sure if someone gonna say "wow! good job, come to our interview". What things are a must in the project? They want an optimised environment? Or i dont know :(
