You might still need to learn both if not JavaScript, html and jquery. Python and it's framework Django will do a lot of the work and make it easier to develop but if you want a secure and fast website you will need to know a lot more than just python

Yes, it is helpful, but as asjas said, HTML and JavaScript also help. Python is very good though.
