I haven't got any experience with using Crystal Reports in a VB application, sry.
SAP uses it (of course, they acquired it) and I know you can use it in Microsoft Dynamic NAV (ERP software).
You cannot build applications with it, because it is software to create reports (e.g. for data analysis). More:
