Program Custom Widgets

Hello Programmers, I want to know that how can I create a widget using html, css and js. I want to create a widget and i don't know how to create it.

A really widget works in specific operations system such as windows, mac, android etc. Using javascript, html and css an app can work in an internet browser only. So you have to convert it to a compatible version for an above mentioned OS.
That means to learn additional framework.
Another way you learn a certain programing language for OS of your choice.
