IDE is not a framework, it is like an editor and environment for easy run your code in development time. If you want to write an application with GUI, there is Swing, Java fx, SWT, Android has its own, and for enterprise, there are Javascript front end frameworks. Swing is older but standard, included in Java installation, if you are a beginner you can try it first.

Java is used in backend so Java has backed Frameworks not frontend Frameworks. Spring, Hibernate, Struts 2 are java Frameworks. NetBeans is an IDE not a framework. If you want to use other java IDE then eclipse is best option.
