What is the best/effective way to create a reusable modal html/js

Question

What’s the best way to create a reusable modal to be used across multiple pages?
I don’t want to have to rewrite the same code on each page that I want to use the modal. I want to create a like a template that I can just call/use on the pages I need/want.
So what would be the ideal way to create a JS modal? Like .. what framework to use, and how to structure it and go about using it on multiple pages?
/or how do you usually create your modals that use across multiple pages?
