About binary representation in computer architecture

Hello everyone. Recently I've been learning some code representations in computer architecture...... I saw some of the code representations such as 8 4 2 1 , 2 4 2 1 , etc... Here, what are the rules for the existence of these codes? For example, can 9 8 7 6 or 2 3 4 5 can be one of the types?
