Not if it's anything close to random. It may even go to someone who really dislikes challenges.

No, cause if it's random there's a chance that the user will be active. If it's really picking a "random" user than you'll never know if they are active or not.

When I stopped using Sololearn for a year I didn't receive challenges, but now that I came back I do Because of that I think the app filters inactive users

I have observed that it prefers people that have recently done some challenges. So its safe to say it will go to an active user, unless you have challenged an insane amount of people.

The app shows mostly active users. But if the person you challenged is inactive, I think the challenge expires or disappears.

This is just my guess but I think what Sololearn does is that when you randomly challenge someone it will go to an active user who also randomly challenged someone and place the both of you to challenge each other. But most of the time that isn't also the case, it might also just send a challenge notification to someone and put the both of you to challenge each other, assuming that person accepts. That's what I think. It's a far stretch but it's highly possible.
