it depends of wich scrollbar:
viewport scrollbar often cannot be hidden (driven by browser)
scrollable elements scrollbar can be hidden by using 'overflow' property (scroll remain possible only through javascript if hidden)

Pariket that's the common behavior of mobile devices, but not for desktop/laptop devices...
I don't think it's deserve the pain to try to implement it, if only possible (because cross-browsing specificities) ;P

no, I won't do it, as it would certainly required too much time to do, and all the more required to do it on PC (I'm on phone right now, where scrollbars are not visible on inactivity by default ^^)
