There is no best framework because all are good and updating. But most popular and most used frameworks are React, Angular, Vue, jQuery and many more.

For learning these your first step will be your understanding of javaScript , so by writing your own code it will be easy for you to use these framework. I prefer to check the profile of Morpheus and Burey for javaScript.
