if you just need an editor and not a complete IDE, try Adobe brackets or notepad++ :) they are for writing source codes, they don't include compilers. use them for html, JavaScript, css, php and so on.

when learning, id recommend notepad++ coz you get to do almost all the coding yourself hence itll be easier to grasp and remember the syntax of the language and also familiarize you with the language. Then later on you can go to the specific IDEs like netbeans for java, adobe dreamweaver for web design etc

For html and Latex: Sublime Text is great. Also, I use it for Matlab and Python.

best editors for windows is sublime text or notepad++ but the last one is too old

There are countless IDE's when you're speaking about ALL languages. Intellij is great for Java type stuff. Pycharm is pretty nice for python.
