hacker and cracker is different.
if you mean cracker, they must have extensive knowledge about network too, because programming language is to build something not to do some network security cracking. linux shell, network port, data encryption and many more that is not included in programming language.

well, Same question I have asked with many hacker in Hackforum. 90% of them suggested me python!!!
Using python it is very convenient for making exploit.

well, python is the mostly used by hacker(security researcher). while searching in DARK WEB, I found many exploit code written in python using this exploit code we can exploit vulnerability and get full unauthorised access to server....
