But, there's an actual policy for downvotes:

0. Posts/answers comments that can be considered as spam
1. Incorrect and misleading answers
2. Answers/comments that do not match the question
3. Cases of plagiarism
4. Other cases that contradict the guidelines

It has nothing to do with whether the poster is a moderator or not.

It is only design of SoloLearn that posts downvote are not being counted in calculating net upvote. Only for posts.

You can test by creating a post and downvoting your own post, instead of - 1, you'll still see 0, with down arrow highlighted, that's because the counting of net upvote of codes and comments include both upvote and downvotes, but counting of net upvotes of posts ignores number of downvote and include the number of upvote only.

Anhay Feed posts' vote count cannot be influenced by downvotes. My answer in a roundabout way said the same thing. I have downvote vision every person(even me) who downvotes them gets it logged just the count will not change.

An anonymous downvote can mean anything, like e.g.:

-No
-I disagree
-Your post is inappropriate
-I don't like your post
-I do not like you
-You are not one of my followers
-I downvote everything that was not posted by me

... and many other good and bad reasons ...

Don't leave people in the dark about what you don't like, it won't help anyone.
