C89 and C99 refer to standards for the C programming language. The C programming language is an ANSI/ISO standard language. This standard is reviewed by the technical committee on a regular basis and modifications, clarifications and changes are made over time. C89 was the standard approved in 1989. Similarly, C99 was the 1999 standard. Both are significantly out of date. C17 is the current standard (ISO/IEC 9899:2018) but not all compilers have been updated to conform. It is still quite common to use the C11 standard (ISO/IEC 9899:2011). Both of the standards you mention are over 20 years out of date and should not be used for new projects. https://en.cppreference.com/w/c/language/history
