Because it's better to decline instead of leaving the challenge to expire when you know you do not have time to accept it. It takes an entire day for the challenge to expire and a lot of times, this clogs up the challenge section of active players.
Also, learning a programming language does not imply that one wants to be challenged. There are lots of other reasons as to why one would decline a challenge.
