Python Flask VS PHP

Question

What is best language for web app. Python Flask Micro Framework or Raw PHP?
Note: Not a PHP framework like Laravel. Just raw PHP VS Flask.

I won't make arguments in this case because in case of programming languages, asking which one is better is kind of something that someone shouldn't do, because there are both limitations and significance for all programming languages which depends on what are you trying to do, which one has less effort, limitations etc.
