Well, even the moderators don't know what the (new) specific requirements are. We just know that extra obstacles were added to the Messaging feature to deter spam, harassment, and other abuses of that feature. How SL would be able to distinguish between a bug the user may be experiencing due to the additions and proper functionality of the additions is unclear to us.
As a personal opinion (not shared by other mods), I think that all features not essential to learning to code should be shifted to a PRO subscription. This includes the Messages feature. I think it would go a long way toward changing the social-media-first-learn-to-code-later culture that has been fostered by the current setup and open up opportunities for content providers (users who feel compelled to write valuable learn-to-code related content) to earn a piece of the revenue collected from PRO back. Just a thought.

Janning⭐ thanks for the reply. Personally I would be happy if they moved the messaging and some other social media features to a Pro only account. It would have been nice though if SL had given the specific reasons for this particular user's inability to message rather than just come up with a generic "it's not a bug - keep learning" answer.
