For implementing a website, you have learn " backend " languages because a website has two sides 1.frontend for user 2.backend for developers . In backend languages , you have to learn "php" , " Angular js+ nest js " , " react + redux " and any framework as per your need.

Yes Ucan easily design a website using HTML and CSS But to run it u had to learn JavaScript or php

With html you can build structure of a website and CSS is limited . So I don't think you can build a good website. I recommend to learn JS , jQuery and bootstrap

Ashirvad Nair use a framework, python's django is the biggest and the most wide used for backend.
