¿Por qué debo pegar el atributo "align" a la etiqueta <ul> para alinear toda la lista?

Entiendo que, si quiero dejar una etiqueta con atributo debe haber un espacio entre ellas, pero si lo hago, por ejemplo <ul align="center"> sólo alinea la lista, pero no las viñetas, pero si lo dejo como <ulalign="center"> sí alinea la lista y viñetas juntas.
No entiendo.
