Actually, VS Code is the best option to pick when it comes into the course of coding, and no matter what you are gonna start coding, I mean, you can code HTML, CSS, Javascrtipt, and any other languages you may think of. And the reason which I like VS Code very much is just because you are able to install some awesome extensions which are quite helpful. I almost forgot to mention that it has the built-in emmet to get your coding HTML five times faster. It's crazy!🤩

Arsenic but having some features will increase the development process, though I agree just for html and css, it is way too much, and for learning as well ain't good.. Yash Arora🇮🇳 notepad++ or Sublime would be good so that u can memorise the tags and properties of HTML and CSS But in development of projects, vs code is good option and pretty much useful.

Visual Studios is a great place to practice HTML and CSS but also JavaScript. You can also even add plugins.

As a beginner I've used Visual Code Studio and Atom, I like both but right now i prefer VCStudio. it gives me more hints to autocomplete. Since I like testing the functions methods and it prevents me from forgetting a closing tag like I was struggling with in Notepad++. The VCStudio environment is cool. Respect for those guys in India or Middle East using Notepad++.

If you are on windows, I think notpad++ wouldn'd be bad. Now, you see, people have different tastes. An application that you like might not be liked by others. And the opposite is also true. So, it's bettet to choice yours one yourself. 🙂
