Is HTML a programming language?

Is HTML a programming language, has the Hyper Text Markup Language evolved into a programming language with the new logic functions of HTML5. I would like to hear your opinion!

Programming languages have features like loops. Html5 is definitely much more than its previous version with all the stuff and APIs but it's still a markup language.
