Is it possible to make a post-able forum in HTML?

You need a database to store users, posts etc. You can either choose to have one installed on a server or on the cloud. Cloud storage is usually cheaper and easier.
Then, you need to create an API that will serve as an intermediary between your frontend code and the database. This depends on your language preference. PHP, Ruby and ASP.NET are some popular options.
The rest can be done on the frontend with HTML, CSS and JS.

@maf JS is not necessary, but it's for sure absolutely impossible to create a post-able forum with pure HTML. So your answer was just wrong. Using JS or especially Node.js is just one option or of many. For any beginner it's important to hear of all options.

HTML is just the document-describing language, which you can use to provide a forum including the forms you need to post something, but you cannot process anything to store the posted data only based on HTML.
