No it isn't a requirement to use Microsoft Visual Studio with C#. The Mono Project is an open source implementation of the .Net core and includes a compiler. You can use this with whatever editor or IDE you prefer. I don't know if Microsoft provides a set of command line tools for C# in a convenient package like it does for C++. Then again since I also develop C/C++ and VB.Net applications I already have Visual Studio installed so It makes sense for me to stick with a single environment.
