If you're a student github provides a student developer pack through which you can host your own website for free for an year.
If you're not a student then idk 😅

There are not many options to do it for free. If you really want to do it that way, you could set a nginx or apache server on a computer at your home and host it there. If you want people to get there through a url instead of an ip address you are gonna have to get a domain, which will probably cost unless you get one for free with many restrictions on the name.
