about the "beam of light" css effect

Hello everyone, I was trying to make an effect that when I move the mouse over the input, it changes color, to black (your text is white) and when it is ready, A ray of light passes through it; I did the 'keyframes', I inserted the 'animation', but it still didn't work, what do I do to make it work?
