If u are new to android development then start with Flutter . Why??
1. Easy Than Java or Kotlin
2. A friend to help you always ( THE OFFICIAL DOCS )
3. Good Community
4. Best UI
5. Comes With all Native Features
6. It will be the Native and The Official Language For Fuschia OS
7. Dart is supporting language for Flutter , Which is Easy to Learn than Kotlin or Java
If u don't know about Fuschia OS , Search google for It.
Also It's An Upcoming Android Operating System ( From GOOGLE
Itself .)
So u can assume how good will be Flutter with Fuschia OS

There is nothing like better but obviously, If you want to go for complete android development then go for Java/Kotlin which is the actual language Android Studio is only a platform.
