If you are new to web design you don't need the complexity of an IDE. A text editor is okay. Popular text editors include - Microsoft Visual Studio Code - Adobe Brackets - Sublime Text editor - Atom editor - Notepad++

HTML is not a programming language so, no need to use IDE.Full form of IDE is Integrated Development Environment which is required for programming languages.
