Omondi mokua lets put it this way as one it depends on what you are working on and if you are able to or not. You can program on either but will they necessarily look right on the other device. You might want to move one thing but cause something else to be out of sync.

It is possible, but not very handy. It's better if you can at least plug a keyboard and a display. Mouse is nice to have. And of course it depends on your phone (resources), your operating system and the language. Web development can be done much more easy by phone than any server process or graphical interface, which is quite sure almost impossible for many languages.

Depends with what you're comfortable with... and choice of device you use comes with its own limitations

For some languages it is possible, for example, front-end web development can be done using a phone. But in my opinion, it is very, very uncomfortable. Phones nowadays have 5-6.5 inch displays, which is not comfortable to write code at least because the onscreen keyboard takes a lot of space. Of course we can plug in keyboard, mouse, maybe an external display.. But we still have android which was made to use with a finger, so the keyboard and mouse support in some apps may be not so good. So PC/laptop is strongly recommended.

Not everybody uses Android or iOS 😉 I still have an Ubuntu phone in use, which I can use as a full system without any limitations except the resources themselves. But it's really much more comfortable at least with display and keyboard.
