Choosing Web creation tools

Hello fam.
What's the difference between using WordPress and Simbla or Joomla or Html, css, javascript to create sites.
Also can html and css be used to create beautiful interfaces like simbla does.
Can both html, css be used together with simbla or WordPress.(ie. You design the UI with simbla and the code with html, css, javascript.)
finally what's the best way to create sites.

All website are created in HTML and CSS. WordPress or Joomla are Content Menagement System (CMS) build with PHP. Those CMS'es helps you to create content but all visual are made using HTML, CSS and JavaScript.
To start making websites first you should learn basics - HTML and CSS - and master those. after that JavaScript.

Can they also create good sites just like WordPress.
