How to create a templates for web ?

"Templates for web" are made with Html/Css.
"Templates" for differents tools used to build web pages can handle differents languages/syntaxes. Some are based on classical language, sometimes there provide specific syntaxe... Xml can handle information used to define templates in such kind of tools, but it isn't used often natively for displaying web content ( and require an equivalent of Css for Html, called XSL/XSLT )...
