Im trying to learn Python, website programming and more, i want to know how to make a website more “Dynamic” or make it more interactable.

If you want to be a web developer start from frontend like HTML , JS and then move to backend and frameworks. Making dynamic would depend on which vertex of development you are talking is it frontend responsiveness and JS or backend databse interactions . Start learning you will be great and improve as you learn .
