Why the meter ascend so slow while it descend so fast??

And why it takes so long to fill up again I mean after a cycle it takes a bit too long time to reappear on the screen?

Both issues appear to be resolved by adjusting clearrect to
c.clearRect(13, py/2, 14, py/2);
Since I don't do canvas, I do not know why lol.
