you might need java SDK (JVM and JRE are included i think) if you don't have it installed: https://www.java.com/en/download/help/windows_manual_download.xml eclipse: https://www.eclipse.org/downloads/packages/release/helios/sr1/eclipse-ide-java-developers netbeans is kind of old and lacks some features others have. Intellij IDEA is the best https://netbeans.org/downloads/old/8.0/ you can also try Intellij IDEA community edition, just that java is not bundled on 32bit version so you need to download it manually: https://www.jetbrains.com/idea/download/#section=windows
