Do I have to learn JS for this “Goal”? What else do I need?
Is it possible or even better to use a general purpose language instead of JS in the web development? Like(HTML —> CSS —> other language instead of JS here) I’m trying to learn few languages if possible as I already know C so I’m thinking C++ and now I’m learning HTML and next I want to go to CSS and PHP (What more do I need? Does that depend on the server? the OS?) So am I on the correct path if I want to make a functional app and/or website like Instagram, Facebook, Snapchat...? Or do I need SQL, MYSQL, NOSQL? Thank you, with love :)

you'll need to know how protocols work, SQL and NoSQL, Database management, state machines, event handling, server maintenance, UI UX development (whats best for the user and how to make it perform well), storage (compression or not), data management (packets, compression, caching, loss).
lots of tools out there people use to help like falcon, vue, react, nodejs, sass, etc.

there are plenty of JS alternatives but JS will always be the best choice in regards to web dev
-JS is supported on all popular browsers
-Alternatives get transpiled to JS code anyway
-JS will always be one step ahead in regards to updates (the others will have to implement the update so you'll have to wait
-Most web projects use JS so working on someone elses project wont be so bad.
A C++ alternative exists, it uses the wasm compiler but should be used sparingly (made as a performance booster hence the name web assembly).
so yeah JS should be mastered for web dev

JavaScript is a general-purpose programming language. That can be used for frontend, backend, mobile app, pwa, desktop apps etc. If you want to be a full stack developer, JavaScript is the surest path to follow. However if you have to make an application that stores data in a database, SQL is an additional skill to learn.
