This app will definately help you in building your basics in programming. But ICPC requires more than just basics. You should have a lot of experience with problem solving for which I would recommend some competitive coding sites like codeforces, hackerank,codechef etc.

... Looks like you first need to be an university student to be able to participate: I guess specifically computer field related ^^ If so, this application would help you less than your teatchers ;P
