Well first of all just set up your development environment. Just get a good IDE, and run the website on your localhost. If you would like to make the process a bit easier and maybe have more options, try checking out some web frameworks like React and VueJS.
Once the site is done and works nicely on your local machine, all you have to do is deploy it to your Webserver or check out other hosting options.
