UI/UX is the part of any software that interacts with the user. When you talk about the web, this means HTML, CSS and Javascript, so all the frontend technology. But any program, written in any language, normally has a user interface, even when we talk about a REST API that is only directly accessed by other software, it can be designed with good UX guidelines.
So the bottom line is that programming language is irrelevant.
