All you need to follow HTML, CSS and JS tutorial is a text editor and a browser (chrome or firefox have nice devtools).

Even notepad as text editor is enough but I'll suggest using VS code.

Also use a live-sever extension to auto update page when you save code and use http protocol(you'll need http for some api's like fetch ) . btw that's optional. You don't need it always.
