Hi vignesh ram, if you are creating a website for your college make sure it's responsive, accessible, take care of SEO and sitemaps. Or if it's like a mini project or like, yes you can create static websites with HTML and css, but to add interactive in website you need JavaScript, if you want to have a form to collect data and email to you, need to have PHP. You can Google "free simple static websites for college" or can find some free templates in html5up.net. You can go to CMS like WordPress, for fast and code less way to develop websites.

If you need the webpage to be interactive, you will need javascript. If not html and css will do the work

Html and Css will make your page look and feel good. But if you need to handle data, a admin login system where you can post and many more, for that you will need you can chose betwen JavaScript frameworks like React, Python, PHP ecc.

Nope. There is need for interactivity and dynamicity in a modern web page even if there are no back-end code. I advise you to use a website builder, CMS, or a hiring platform like fiverr.

Just to give information about the college, it would be adequate.
